I didn't believe the simulation that showed it stable. The small fin extensions appear to be adequate.Not enough fin space is why I went with a large "engine bell" cone for drag stabilization.

Agree on problem, not the solution.More nose weight, probably. That's a very tough shape to get stable.
More power (e.g., an E20 or E30) is always good, but I suspect you've got a basic CG/CP problem to solve first.
