DOT Special Permits

I noticed in the Federal Register that DOT is considering including some of the Special Permits in the regulations. None of the rocketry permits made the cut but they are requesting comments.

Of interest to any manufacturer or dealer that uses them.

3 of my 4 SPs are mentioned.

DOT-SP 7887 This is the special permit used to ship model rocket motors and certain HP reloads without excessive regulation.

DOT-SP 8451 This is the special permit used to ship uncharacterized explosives for test and evaluation purposes without excessive regulation.

DOT-SP 10996 This is the special permit used to ship L1, L2 and some L3 HP reloads without excessive regulation.

I believe that all 3 have been reviewed and will be continued which is good news.
