Yes, the shock cord goes on the outside. A pile or resident experts on the forum tell me it's so the rocket comes down sideways, making more drag, hence longer durations. Great idea, huh. I think I'm gonna go with the cougar for one of my NARTREK competition requirements.
I think the cougar is going to have a MUCH longer duration time that what I used for Bronze level, so find a big field for your flight!
