It's worse than that. That is insulated wire, so the electric fields see the permittivity of the insulation. I'll guess insulation is Kaynar/PVDF so Er is up to about 8.5. So 1ns is potentially as short as 35mm (1-3/8").Not to mention, all those variable lead lengths would royally screw up timing on a processor running at GHz speed.
