LOC 3.9" V2 ballast weight?

I recently acquired a 3.9" LOC V2 that had already been built and I am in the process of totally reworking/rebuilding/painting it. The nosecone it came with is the short LOC NC which appears to be new, never painted and has no ballast. There was no info on the LOC website of how much the ballast weighed so I downloaded the ORK file and it shows 24 oz of nose weight? Does this sound right to anyone? Even with that much weight it still sims unstable at .674 stability with an I211W which is probably the biggest motor I would fly it on. Add more weight or just fly it on smaller motors?

I built the same kit & if memory serves right, it came with about 5 oz. of weight to be added to the NC.
I have flown it successfully on CTI-H123 & AT-H123.
