A quick call to Sherwin Williams tech department[owner of krylon] and I was told..... Fusion will not adhere to poyethlene , but will bond to a number of plastics that lawn type furniture is made of, for which the product was designed. Many of BSD and Binder nosecones are poly that is why the problem arises. Nothing other than a good hard sanding will work on those types of nosecones, followed by the appropriate primer.
 
Fusion is also very good on ceramics. Painted the tile backsplash at my old house with it - it was great!
