AHPRA, Arizona High Power Rocketry Association, has run BALLS for the last 16 years. We get set up help from TRA Pittsburg and any victims that we can Shanghai.

I believe there is a group(s) in Idaho and or Oregon that has a respectable waiver.

Correct!
Both Oregon and Idaho have 40,000 foot waivers. I know of an instance here in Idaho where 50,000 was cleared by the FAA.
