Very probably not, although one of my dancing colleagues tells me he used to be into model rocketry until a few years ago.
 
This is me... no recent views with me and rockets... but I do have this one with my Marauder air rifle taken in July or August of this year.

Me at Fire and Ice 2013 (last February) with my woefully underpowered Canada Dry Rocket. BT-80 tube, nose cone, handmade card stock rear transition for aerodynamics, and it all contains a 36" nylon parachute. Pop bottle cap motor retainer (which works very well). Runs with a C6-3 motor. Could use a 18mm D.

It was going to be a parachute duration rocket, but I couldn't get the altitude out of a C motor (Maybe a Quest C, but I'm finding them rather hard to find nowadays).

Leading the charge on the last revenue run for the day with four steam engines... I led the rebuild of the lead locomotive a year or so ago. She runs well.

Can't speak for the guy, but the rocket looks a lot like a Rapier missile (except the rear fins don't match the images I've found)...
 
I'm with my wife on the Bonneville Salt Flats for Hellfire-14 in August 2009 and later at Bryce Canyon, UT to watch the annular eclipse in 2012.
