There are several WL motors that don't require a HPR certification.

The third one in the Optima is either a G40W or a G79W in a 2.6" body tube sized rocket. VERY Impressive

(top two are J510W's, bottom left is the first of two I200W's on that flight, the second finally lit off 1/8 a second later)
