Why are some motors HazMat?

For example a F40 reload that fits into a RMS 29/40-120 motor requires HazMat shipping, where as a G64 reload does not. Difference being the F40 single grain is over the max weight for
non Haz Mat where as the G74 reload is two seperate smaller grains shipped in the same package is non HazMat.
You can get up to a J520 reload shipped non HazMat due to the individual grain size.
Why are there not many more motors that could be shipped non HazMat by cutting the grains into smaller, lighter individual grains?
I realize there are limits to what can be cut into small enough pieces like large reloads.
But it seems like a F40 reload grain could be in two smaller grains as the G64 reload is.
Is it an equipment manufacturing issue or getting certification on specific reload presents issues?
Anybody?
 
I think the hazmat fee is just another stupid nanny-state regulatory TAX. Estes EF BP motors require a hazmat TAX ,while buying an Estes 24 pack of C motors that has more total propellant than 2 E or F motors don't..... does that make sense? The autoignition temperature of Estes BP is like 540F..... I don't understand, why, with a 62 yr pristine safety record, Estes (and ATQ) doesn't get the 30g limit raised to at least 62.5 which is the BATFE threshold for explosive categorization. I think they should stay ground shipped only....I wonder how Estes and ATQ ship motors to the EU....by the slow boat across the Atlantic?

Also the CPSC ban on minors buying reloads also should be re-examined. I would lower the age to 16 with parental/adult consent and supervision at a minimum. Put them behind the counter, not on the shelves. Hell,they can drive a 3,000 pound vehicle at 70 mph, but aren't smart enough to use a reliable, reloadable model rocket engine?

Take away these hazmat taxes and the price of EF BP would be more affordable. Which means higher sales. which mean more profit. Greed is Good. Go for it Estes!
