What is the best way to totally remove paint from used nose cones? I have been carefully scrapping off the old chipped paint layers, but that can damage the surface. I tried a paint stripper once but I had trouble painting it afterward. Any recomendations?

Acetone with rags and/or sandpaper.

If you do the acetone method, please have adequate ventilation. Acetone is flammable and you really don't want to breathe much of it.

Honestly, it depends on the MOC for the nose. If polystyrene, acetone is a bad idea....if ABS/PE/PP probably not the same concern.

I've had better luck when I use an adhesion promoter on the ABS types after sanding, but before painting.
