Could someone help me? I've downloaded the latest version of Open Rocket, and I can't figure out how to get it installed. I'm running Windows 8.1 on an HP Laptop.

If you don't have Java installed, do that first. Then just double click the Open Rocket file and it should load.
 
Exactly as Bill said. Download and install the Java software first, then it should work. I dont even bother pinning it to my start menu, I just place the OR .jar file on my desktop and double click on it from there.
 
What everyone else said. On my Windows laptop I do create a desktop shortcut that runs the jar file from the command line (makes it easier for me to see any stack traces should they occur). On my Mac I open a terminal window and run from the unix command line.
