At the very least just thread the outer wall. Leave the inner wall drilled slightly larger so you can just push the broken piece out. Trying to unscrew it can be a bugger.Now I feel challenged to make threaded holes work.

To unscrew broken threaded shear pins, heat up the end of a small head flat blade screw driver and push it into broken screw. Wait a couple of seconds till it melts a slot and cools. By the way Chad, flew some of those F-39's at the last launch & they worked just like new... surprising , considering they were made in '99. Thanks again.
