For some reason, a while ago, I had heard a rocketeer could not transport EX motors on commercial carriers in the US because they have no approval under DOT regulations. Does anyone know the full scoop on this matter? Thanks!
 
Rocket propellant and loaded motors require DOT testing and registered DOT "EX numbers" to be transported "in commerce". This prevents a commercial shipper from handling homemade propellant. But an individual can transport their own propellant as long it's not "in commerce". It becomes a fuzzy area if someone is involved in rocket company and is transporting propellant "for personal testing".

Just don't try and write off the launch on taxes as a business expense. Then you are engaging in commerce.
