I actually built a few wooden ones before realizing dollar stores had some for towels.

what is the diameter of the small ball up on top, or in other words, which rocket motor sizes will it fit?

The ones I bought aren't exactly the one I posted. The ball for the one I bought is 33 mm wide but it can be screwed off and the post is 25 mm.

Many different stores have holders of all kinds, so one is probably better off shopping locally with calipers in hand (I used a ruler from another aisle). I typically use paper towel to mix epoxy so I had one next to my rockets. It all came together and I went to buy a few more to hold up my project (these are 38 mm MMTs on 33 mm-wide balls):
