As recently as March 2019, Portland Parks and Recreation confirmed it still does not allow the use of city park property to launch model rockets, in accordance with Parks and Rec (Title 20) City Code.

From the OROC site:

"Portland Parks and Recreation confirmed it still does not allow the use of city park property to launch model rockets, in accordance with Parks and Rec (Title 20) City Code"...
"Our current low power site is Garden Home Park in Southwest Portland."

I wonder how they are able to have club launches in a Portland Park when Parks and Rec does not allow the use of city park property to launch model rockets?

I think the club has some kind of formal arrangement with Parks and Rec but I don't know the details.

I believe the park is managed by THPRD, not PP&R.
