I was told by a vendor that the max I could remove was 9 (thereby having an 8 second delay), but I have seen some documents that lead me to believe that the number is 4.

The certified minimum delay is -9 s. You could probably go safely to -5 s. Don't make it too short, as the remaining delay web thickness still needs to withstand the combustion pressure near burnout. Drill 0.040" per second.
