Borrowed this foam jousting stick from my nephew promising him I would bring it back! He should like it. We built and launched his first rocket a few weeks ago.
24mm, plastic fins made from a tote lid. Took about an hour to throw together.
Weighs 190g with some lead weights added on top to make sure it comes down nose? first. Input into Rocket Altitude Calculator with D12 BT-101 was 110', On actual launch I estimated it to be a little lower-drag coefficient and got a bounce of 3'. Sometimes low and slow is fun.

I've seen this done before. As I recall it works good on windy days. I am wondering if it can be used in spot landing competition or if it is against the rules.

I agree. P-Chutes' are overrated.
My Estes M104 Patriot is happiest with just Nose Blow Recovery.
This means that we don't even need no Stinking Recovery Wadding.

It isn't strictly against the rules, but you'd be relying on the RSO to qualify the flight or even to allow it to fly. I'm not sure I would.
