I used the Google Translate app on my iPhone to translate the Russan text. The following video shows how to use the Google Translate app and at 3:30 it shows how to use your phone's camera to do realtime translation of print text. It works very well on a monitor or tablet screen. I assume you can probably use this app with an Android tablet or iPad.
