Where can I get extra nose weight putty?
What kind (brand or composition) has the best combination of weight, tack, and durability?
Will any home-cooked play dough be good enough?
How about epoxy?
Which brand has been tried and tested?

You can get modeling clay at various stores (Michael's, AC Moore, Hobby Lobby, etc).
If you are going to use it in a plastic nose cone, you do not want a type that will dry out (like play dough) as it will fall out.
People have used epoxy with BBs or fishing weights mixed in. Again, if you are doing this in a plastic cone make sure it is either very well scuffed up or you drill a hole through the cone and install a dowel from side to side. Let the epoxy grab onto that. Cut and sand the excess dowel even with the cone. After painting you won't see it.
