Here's what I am trying to address -- 3 inch Blue Tube 2.0

any advice on the best way to fix this would be appreciated.

Two methods that I've used:

1) With your best paper-wrap and ridge of tape technique, cut off the damaged end, then wick some thin CA glue in the fresh edge. (it doesn't look as though you'll sacrifice much length)

or

2) Have a coupler tube or nose cone handy, as well as some wax paper, and a hose clamp suitable for this diameter. Apply some medium CA or epoxy to the two sides of the tear, and manipulate them so that they mesh as well as they can. Protect the inside and outside with wax paper, coupler inside, tighten hose clamp outside. Wait for it to cure, then expect to clean it up with sanding/finishing. We've done this when Blue Tube delaminated from getting wet at an edge.

My $0.02.

Thx. I have ratcheting strap clamp. Think I will give this a try.

How about just cut tube an inch shorter and your done?

No reason, except that I don't want to and I want a way to fix a broken tube if it happens again.
