In RockSim how do you create a cluster with different size motor mounts? For example - a single 24mm with multiple 18mm's around it?

Create the 24mm motor mount separate from the 18mm motor mounts.
First, create the central 24mm motor. Then, add an 18mm motor mount and start the cluster wizard. Pick one of the layouts that has the motor mounts laid out in a ring, leaving the center bare. Once this is done, you can adjust the radial distance for each of the 18mm mounts so that it is far enough away from the central mount but still within the bodytube.
