A David Newill is listed as a TARC mentor. I assume it is him. His NAR number is 6139, so he's been in the NAR for some time.

That ad is a great plug for rocketry (and Estes!).

Edit: It's him. From his biography:

A long time member of the National Association of Rocketry, he serves as a Team America Rocketry Challenge mentor and judge in Indiana.
