Never have myself but if built well it can handle it. Well...not needing fiberglass enforcement or anything.
 
I built it extremely tough exactly to the instructions using premium epoxy and milled fiber as required. Already flown it on H motor for level 1 certification.
 
I flew my Binder Excel 3" single deploy on a J270 DMS for my L2. I added some extra epoxy and scrap metal to the nosecone to add some stability. It stayed within sight the entire time, rising to a max alitude of 4857 feet and a max speed of 755mph. It landed about 4 minutes after the start of the flight about 1/2 mile away from the launch pad. I painted it red for maximum visibility.
 
Thank you for your response. I have the same model. 3" single deployment Excel. It seems to be a very strong rocket if built properly. I am encouraged with your statement that you maintained visual sight the entire time. I intend to use a J420 Redline motor.
I will post the results after my attempt.

Here is my paint job, it flew to about 2K on a H128 for my level 1 certification and was very visible the entire time.20191110_094433.jpeg
 
Just run your sims and check your stability...

I've seen the Binder Excel used for L2 certs, but it's usually done in the DD or "extended" configuration. Visual tracking success will depend on your eyes, the eyes of those around you, and your launch/field conditions. In my home field, I would strongly recommend 900MHz tracking, at the least, but you likely have differing conditions.
