1) one day is not long enough to wait before clearcoating. Can specifies 48 hours.
2) plastic nose cones usually need extra curing time

Thanks for the response. Definitely will keep that in mind for future.

But for my current problem,...

Trying to figure out if I need to sand all paint off and start over, or if I can do sandable primer and move on. (I think it's going to be a huge ordeal to get all of the paint off. Rather start with primer. But then, don't want to do a bunch of work only to have paint adhesion problems on the bare spots and have to redo again.)

Advice on that?

If you want the end result to be smooth, then sand it down until it's smooth. Then prime and paint. It's not that much work to sand down a nose cone.
