Hello, may I ask if it is possible to attach an APC220 for live data streaming from RRC3

Technically, yes it probably is possible to send the data from the RRC3 comm port to the Tx port of the APC220. However, I’m not familiar with the APC220 module. Make sure you are using the module with the same 3.3V levels output from the RRC3. You might also need to check whether it is legal to operate in the 400 MHz (70cm) band in your country without a license.
