Picture editing software..

Hi all,
Who knows simple picture editing software well enough to remove a license plate from the pic of a car ??

On a PC..."Paint." Insert a rectangle, any fill color, place over license plate, save as a .jpeg.

I have been using ACDsee for many years. Give you basic editing (see menu on following image). As well as drawing over parts of the image it has a "repair tool" that can take one part of the image and translate it elsewhere. Not sure if they still have a free version though. I see they are now doing much of the fancy stuff as well.
