Are certifications only available in the USA prefectures?

How about the prefectures in Australia, do they certify L1,L2,L3 as well? or it's only done in the US prefectures?

Any Prefect, TAP, or board member can certify a member L1 or L2. It requires two TAPs to certify L3. There are both Prefects and TAPs in Australia.
