Zap-a-gap Ca +

Anyone use this CA from Pacer? I can't figure out how to open the darn thing! It is making me feel stupid!
There is a black threaded outer cap and inside another plastic 'cap' that looks like the ones on some glues you have to cut the tip off of, except the instructions seem to tell you to 'tilt' it, and pull out.

Are the instructions wrong? Has anybody figured theis out already? I am not dying to grab hold of that inner cap and twist with pliers when a likely result could be a stream of CA all over me or anything around...

Any assistance would be welcome....

IIRC just gently twist the inner cap by hand.

This exposes a tiny hole at the top of the nozzle.
