Looks like a MGM-1 Matador, an early nuclear cruise missile. Seems right that it is on a pole outside a VFW in the Baltimore area, since they were made by Martin in Baltimore.

Years ago, I was in a band called The Satellites. We were looking for some kind of spacecraft to put in our publicity photo, but didn't come up with anything that worked. We finally ended up at that VFW, and they gave us permission to sit on it and get a group shot taken. I had forgotten all about it over the years, but then remembered it for no apparent reason and looked it up on Google.
