Sometimes there is really only one tool to do something specific. I have a set of these but I can't remember the last time I needed to use one.I had a nozzle break inside the hot end of a 3 D printer when I was attempting to replace it. Thought I was screwed until I remembered I had a set of these. Little one worked like a champ. Barely ever need these, but boy when you do they are invaluable.

What are those, and how do you use them? Looks like each tapered bit is matched with a regular twist bit. Is it for enlarging a hole to the next size, while maintaining concentricity?

Since it's used outdoors, you need something waterproof. Titebond 3 should do it.
