First, some constraints:
-J350 (or K185) (only motors available for the meeting in December)
-800m waiver
-not something massive (easily transportable)

Some rough specs that will probably change:
- 1.3m long, should be around 2.5kg without the motor.
- PML 3.9" nosecone with 54 or 75mm av-bay
- Hand-rolled S2-glass or E-glass airframe and tube fins
- 54mm MMT with aluminum retainer from Black Cat Rocketry
- dual deployment with a line cutter

Here is a scratch built upscale(ish) Estes Neon I built. I used Composite Warehouse body tubes and Wildman couplers for the tube fins.

A little bigger than what you are looking at, but the nice thing is you can fly it low and slow on big L2 motors. On an J800, it will top out at about 420m and on a K2050 it will give you a nice 550m flight. A K990 will give you some cool sparky motor fun to about 750m.
