What has changed in model rocketry in the last dozen years? Is it enough to justify a new edition of The Handbook of Model Rocketry?

Fact: I haven't read it in about 5 years.

1. "Affordable" DIY CNC and 3D printing
2. Design and simulation software available to the average Joe. Yes, with names like RockSim and OpenRocket.

I'm not saying that's enough, but it's something.

with just all that's gone on with just those subjects I think there could be a separate book on the subjects.

Rocksim and other sim software have been around for quite some time.

There really is not that much new. Electronics have gotten better and cheaper. Composites are more prevalent and more affordable.

I do not think a new book is needed.

How does the change gap after the 7th edition compare to the six change gaps after the first six editions to the next?
