You are right that you don't really need TTF for SL 1 or 2 kits and I would avoid them.
For SL3 and above, however, they could serve a purpose as it would allow you some designs that would not work well with surface mounted fins. And the hope (concept) is that someone at SL3 or above would have the skills necessary to cut the slots.
