I can't believe no one is sufficiently into MST3K to get this. I'm not, and I know this one because my wife is. This is truly one of the worst movies ever. It's not even fun-bad; it's just painful. It makes Ed Wood movies look good by comparison.

It Could Happen to You. A heavily 'Hollywoodized' version of a true story, sans the romance

"Hollywoodized version" is generous. It was inspired by a thing that really happened, but apart from the spark of the idea, the movie is made from whole cloth.

For those who don't know, a guy in New York - a firefighter I think, though he's a cop in the movie - was caught short of cash for a tip at a diner where he was having lunch.He had a lottery ticket in his pocket. In lieu ofa tip, he told the waitress that if he won, he'd give her half. He won a couple of million, and kept his word. The movie's resemblance to reality ends there.
