The launch Pad Sparrow

I found a sparrow made the launch pad (I guess is no longer around) and I am in the final stage of building it but do not see anything on the instruction as to where the launch lugs go (one short one long) Any help Thanks

Placement of the launch lugs are at the discretion of the builder. I usually place them so as to not interfere with my detailing.
