A camera on a boom?! How about, oh i dunno... suiting up two-three astronauts and let them scoot around the surface of the ship to look for problems?

Amen. Time push NASA aside and let the guys with the motivation, enthusiasm, AND capability take over. NASA is hopelessly lost to bureaucracy...there is no turning them around. Rutan's the man. Best move for the government now is simply to get out of his way.

Yep, and the MMU has been retired since before Challenger was lost.
 
And the tiles are too fragile to take the human contact.
