What software do you recommend for designing a rocket motor (not the whole rocket) for university students which can then be used in Open Rocket simulation? This is for understanding the real science behind the motors. For example, if a challenge is given with a target apogee and maximum dia of a motor, how would they design a theoretical motor to be used for simulation in Open Rocket? Do they have to know the recipe of the propulsion, number of fuel cells, etc.?
 
don't bother designing your own, stick with the commercially available motors as listed in OR. I doubt your mission and flight profile would not be covered by conventional reloads.

but yeah, take a look at the .ENG and .RSE file formats to really understand the data and how it is presented.

Thank you. The exercise is not for actual launching of any commercial rocket, but to come up with designs of different types of rocket motors.

Since you are asking about the design of motors, Burnsim and Open Motor will both work. Yes they will need to know the properties of the propellant to use those programs. Once they have the properties known, the programs will generate the .eng or .rse files you need for the rocket simulation programs.
