I think the answer has two parts.

One being experience. After you launch enough rockets, I think you get a feel for what is the right delay. I am always asking the other guys in my club their opinion.

Two, is Rocksim. This program does a good job giving you the best delay. My best example was my upgraded Estes V-2 with a 29mm motor mount. Rocksim told me that it would take almost 11 seconds to get to apogee. When I was buying the motor (H50) I had a choice of a 7 or 10 second delay. Without Rocksim, I would have picked the 7 second, as I am used to using more shorter delays. But, I picked the 10 second delay and had a great flight.
