My prototype rocket is 17.208 diameter
The airframe I am using is 6.148 diameter
So if I divide 6.148 by 17.208 I get .35727 as a multiplyer

I can then multiply full size measurements by .35727 to get scale measurements
for the 6.148 airframe

.35727 ( .35 ) to a fraction is 23/64 so my scale model is 23/64 scale ?

Are these calculations correct or is it .35 to 1 scale ?

Your calculations are correct. Two ways of saying the same thing.
Scale models are usually expressed as 1:X, such as 1:48, 1:72 etc.
So your model would be 1:2.8.
(17.208/6.148).
