Hello, I have wanted to ask this question for a while. Can you stick an E-Bay inside a nose cone for dual deployment?
I have a rocket, but the tube isn't very long, so could I do dual deploy from the nose cone?

Yes and yes, I have done it, many have done it. The general design I use is the one best illustrated by John Coker on his website https://www.jcrocket.com/howto.shtml
 
Yes.

Look for the screws in the pictures, which are lumadyne inserts. Apogee sells them. It holds the shoulder to the nose instead of permanently gluing it in. The nose is tethered to shoulder bulkhead for safety. Shock cord anchor at bottom of shoulder bulkhead. All kinds of room and strong. You can also add 2 bulkheads with threaded rod through them to use the shoulder as the AV bay, or mount on top of the top bulkhead with a L bracket and sled, or for smaller rockets glue one bulkhead at the bottom of the removable shoulder and mount your sled inside the shoulder with lots of room.

Lots of ideas here to get you started here, I'm a visual learner :)
