I vaguely recall a conversation in Star Trek that followed that same thought process when an approaching ship was equipped wiht "primative" lasers and someone said that was why they had developed phasers because lasers were too easy to counter.

The Chinese aren't typically big BSers. Sure they spy, steal IP, copy everything, create problems for the west and have their biases, but they're certainly not in (say) the Russian league of misinformation.
