Results for the 2008-2009 Rules Change Proposal Cycle

The 2008-2009 RCP process concluded as of June 15, 2010 and the results are listed as follows. Appendix “F” in the sporting code states that proposals must receive a 66% vote for the proposal in order for it to become a part of the sporting code. The proposals that did pass become a part of the sporting code as of July 1st 2010 for the new contest year but have no bearing on NARAM-52. I received a total of 197 ballots and some ballots did not vote for all proposals.



RCP #2009-901 Fails with 12.8% FOR [ 35 ] AGAINST [ 162 ]
SUMMARY: Remove Super Scale.

RCP # 20009-902 Fails with 16.8% FOR [ 33 ] AGAINST [ 163 ]
SUMMARY: Remove Space Systems.

RCP # 2009-903 Passes with 95.9% FOR [ 188 ] AGAINST [ 8 ]
SUMMARY: The proposed change is intended to clarify that entries eligible for Concept Sport Scale may include models of vehicles that have been seriously proposed but are still unflown (rather than unbuilt) by changing one word in the event rules.

RCP # 2009-904 Passes with 72.3% FOR [ 133 ] AGAINST [ 51 ]
SUMMARY: The proposed change is intended to clarify that the standard Scale or Sport Scale-related events (Sections 50-54) include only models of vehicles that have flown historically under rocket power (or inert examples of such vehicles).

RCP # 2009-905 Fails with 28.0% FOR [ 53 ] AGAINST [ 136 ]
SUMMARY: Adjust all contest event weighting factors so that no event is worth double or more than double any other event.

RCP # 2009-906 Passes with 69.9% FOR [ 135 ] AGAINST [ 58 ]
SUMMARY: The purpose of this rule change is to allow altimeters to be used to set altitude records.

RCP # 2009-907 Fails with 27.8% FOR [ 53 ] AGAINST [ 142 ]
SUMMARY: Clarify the procedure to measure superroc length by eliminating references to model parts, and defining the configuration to be measured.

RCP # 2009-908 Fails with 47.4% FOR [ 90 ] AGAINST [ 100 ]
SUMMARY: Add Random Altitude and Duration to the list of events that may not be proxy flown. Set limits on proxy flying of other precision event proxy flights.

RCP # 2009-909 Fails with 29.6% FOR [ 58 ] AGAINST [ 138 ]
SUMMARY: Explicitly prohibit "special rules" at all contests

I just want a rule that is consistent and I suspect the current one is. It allows some strategies some folks (53/142) disagreed with.

While I can see why this was brought to vote, the "strategy" is as much about the rocket as the user and the user is selected by the proxy.

This is why I posted. I ran a contest called 40/40 Sport Scale in the 80's and was spanked by then Contest Board Director Mark Bundick. This vote clarifies the practice is and always was permissible. I rock!

Over 40 inches and over 40 N-s. The sanctioned flights had no such restriction.
