Wait, now that is interesting. It looks like a single stage but it's not. Apparently when the booster dies, the nose cone opens while the booster ignites, telescopes up out of the booster, snagging it's fins on the way and off it goes.

Someone has to build one. It even looks like it has a screw on retainer!

Nope, this is a single stage rocket with a "Dart", not a two stage rocket.

It would be very difficult to build an accurate scale model of this rocket. The design is such that, at launch, the majority of the dart is inside the motor's combustion chamber, and near burnout the dart is pushed out of the motor. After that it is just a normal dart that coasts up to apogee. That cannot be done in a hobby rocket, so to build a model with a scale dart, you would need a very short motor and an "ejection" charge to push the dart out with enough speed to mate up with its fin can and continue with the flight. You would need to find dimensions for the overall length of the rocket and the dart to know if you could get a short enough motor with the power for a decent flight.
