This reminds me of am old joke. A guy was home from work one day when he saw a truck coming down his street. Along each curb where the grass is, the driver would hop out and dig a hole. Then, another guy would put dirt into the hole and tamp it down. Then they would drive to the next curb and do the same thing.

The man finally came out of his house, approached the truck, and asked them what in the world they were doing. The driver answered, "We're with the municipal landscape beautification committee. The guy who plants the flowers is out sick today."
