When mine looks like that I throw the whole mess away. The very next day I need bolt.
That is a simple axiom of life. You never need the stuff you save; you always need the stuff you throw away.
"If you don't love it, get rid of it. If you realize later you need it you can always get another one."
Someone taught me that about 10 years ago and it changed my life. I used to hold onto tons of stuff I didn't need. I wasn't on my way to being a hoarder necessarily, I wasn't holding onto broken things or garbage, but anything that was functional that I *might* have a use for someday was saved. For example... "This digital camera works, I know I have 2 newer and better ones that I don't use a lot either, but I don't want to get rid of it in case I can use it someday".
When I got rid of everything and started living a less cluttered life it was SO amazing. I highly recommend it.
I don't love my socket wrenches. I used them now and then, but I don't love them. Never will. I guess I could get rid of them and get new ones every time I need them, but that seems really wasteful.
I believe that advice was talking about things that you're keeping but not using, even now and then. Stuff you're not using at all. If you had 3 socket wrench sets and you never used two of them, but you kept them just in case something happened to the one you do use sometimes, you probably should get rid of them.
And it also would depend on how much of that clutter you had in the house. A few things isn't a big deal.
It's just refreshing to get rid of all the old crap and live in a less cluttered space.
I have a nuts and bolts collection, but invarily, when I need one, instead of searching through the bins, I go buy one. But do I throw the stuff in the bins away ... ?

I keep all kinds of junk, and occasionally find a use for it, much to Sharon's dismay. We also throw stuff away, and forget stuff we have and buy more.
I love having my nut, bolt, and misc. hardware collection. Saves me time and money on trips to the store. Plus you can't buy just what you need anymore, you have to buy bags of them.
I would do the same, but then my wife might also do the same and where would I live?
There I was sewing my Tux for the prom, and out of nowhere a UPS truck careened into the ravine.
Watched in horror as the UPS truck went into the ravine with my delivery, luckily my sewing machine was saved!
I was holding the sewing machine outside my tux fitting, and some dude in a UPS truck decided to pull a Dukes of Hazzard/Blues Brothers run up the hill!
One of my friends didn't wrap my wedding present, a really nifty mini sewing machine. I don't know what's with the UPS truck; I guess the cop is talking to witnesses.
That'll teach that UPS driver to diss my sewing hobby!
As the police stitch together threads of evidence the groom believes he has the mystery all sewn up.
I'm from the future where everyone wears formal clothes, every day. We have time machines disguised as small appliances. Mine looks like a sewing machine. Unfortunately, when I made my time jump, I materialized in the UPS truck. The driver freaked, passed out and drove up the embankment. I'm now going to conveniently activate my time machine and disappear before too many questions get asked.
