Doing a little digging an as far as squeezing the most performance out of a certain diameter motor, the minimum diameter 3fnc would be the best possible option to reach the highest altitude or speed. for altitude a parabolic nose and a long burn motor while for speed you'd want an ogive nose and a high thrust motor correct?
 
For altitude I seen that a lot of people use a rail or piston launcher and get rid of the launch lug. The piston launcher is also supposed to add a bit of altitude all by itself.

That is correct as far as I know. Not 100% sure about which N/C is best though. You will also want to make sure you also know the optimum weight for the particular motor you are using. That will make a huge difference especially for altitude attempts. The fin shape also makes a difference. Look at stuff like the folks at ShadowAero make or the Mongoose line of rockets for their crazy fast rockets and that will give you some idea for optimal fin design.

For altitude, you want an elliptical nose if subsonic, and a von karman nose for transonic or supersonic altitude attempts. The same applies for maximum speed. You do want a long burn motor for altitude attempts, and a fast burn for speed, and the optimum mass will be different (as light as possible for a speed attempt, but probably heavier for an altitude attempt).
