Can 3D printed fin cans be imported into openrocket ?

No, not as a single step.
Your work around? You would have to import the fin shape, and do all the required work to get the "can" represented. This may involve truncating the body tube, and using the outer diameter of the fin's can for the area that is covering the body tube. The truncated tube can be represented by an inner tube. God help you if your fin can is a boat tail or a transition. You'll need to do my tricks to get the fins properly positioned in that case.
