If the Natter weathercocks too badly, you could try angling it a little with the wind. It will then weathercock towards vertical - and then possibly weathercock further into the wind, but not as badly as if it had been launched vertically. I have another rocket with large wings which tends to weathercock to a scary angle if there's even slight wind, so that gets pointed slightly downwind, weathercocks to near vertical, and flies very nicely as a result.
