The BATFE has released a new on-line version of ATF Publication 5400.15 (4/08) entitled Safety and Security Information For Federal Explosives Licensees and Permittees https://www.atf.gov/pub/fire-explo_pub/p540015.pdf The publication is useful in that it explains the required explosives security procedures and provides example of explosives log books and explains how to maintain records. A must download for anyone with an explosives permit.

OK, I got a question. I have a LEUP with contingency storage. Most of the time, I buy onsite and use the same day. When I receive my "explosives" from the dealer, I fill out my aquisition log as required. My question is do I need to fill out a disposition log as well, even though it is not surplus stock? Does the same hold true for items I put in storage and then remove (I fill out a magazine transaction both going in and going out). Do I need to fill out a disposition log for this as well? The way I read the regs is that if you have surplus stock, then you fill out a disposition log.

How is everyone else doing this?

Go over 27 CFR 555.125(b) again.

You are required to record acquisitions but not what you do with anything with one exception. If you dispose of surplus stock by distributing (sell, give, etc.) to another licensee/permittee, you have to keep a record. Putting it into your contingency storage does not count.

Since you do not have a magazine that is the extent of your record keeping. The magazine owner is responsible for its logs.


What I am trying to figure out now is why the ATF has not sent me an email announcing this. It seems like the sort of thing that their new mailing list was designed for:

Thanks Bob. That's what I thought. I always that this was strange that I have an acquisition log, but I do not need to record anything if I use it the same day (i.e., it does not go into storage). Seems like I could be dishonest and storage them illegally and just state that I used it (not that I do that anyway as it is a federal offense if you get caught).
